Pakistan Engineering Council (PEC) with its mandate of regulating the quality of engineering education and practice of engineering, is functioning as a key driving force for achieving rapid and sustainable growth in all national, economic, and social fields. Before entering into policymaking and designing activities for concerned audiences, it is always a good idea to seek direction from real stakeholders, listening to affectees of the existing system and policies, thus getting better suggestions and fruitful deliberations on realistic solutions to be implemented.
For this purpose, PEC Innovation & Entrepreneurship Committee (ICE) organized a National Dialogue to Eradicate Engineers’ Unemployment through Entrepreneurial Settings in Islamabad.
The inaugural was presided over by Secretary MoST. The Chairman, of PEC extended the welcome remarks and gave his input for discourse during the event. Prof. Dr. Samreen Hussain, Convener ICE, apprised the audience about the main concept and objectives to be achieved through this dialogue. Mr. Ghulam Memon, Secretary MoST appreciated the efforts and ensured the support for any such initiative required from the Ministry. Convener CIRC Engr. Sikandar Khatak, Convener AILC Engr. Zahid Hussain Khand were also in attendance. Engr. Zubair Shaikh (Moderator Sindh), Engr. Riasat Ali Changazi. (Moderator Baluchistan), Engr. Nasir Baig (Moderator ICT, GB & AJK), Engr. Javed Iqbal (Moderator KPK) and Engr. Imran Khan Cheema (Moderator Punjab) gave their precious time to anchor the dialogue.
Background
The program was planned to be an event to provide a platform for all sectors of engineering graduates (employed, unemployed, self-employed, employers, etc.).
Prof. Dr. Samreen Hussain, the Convener of the Innovation and Entrepreneurship Committee called nominations for the event, from Chairman PEC, and Vice Chairmen PEC of all provinces including CT, AJK & GB.
Each group was to present provincial recommendations for the issue followed by inter-provincial discussions. The discussions were to be concluded as recommendations to be presented at the Closing Ceremony in front of all PEC Vice Chairmen, Chairman, Convener of relevant Committees of PEC and concerned Ministry(ies). Innovation & Entrepreneurship Committee has planned to design and plan future activities in line with the recommendations received at the end of the event thereby making the role of the Committee more relevant, effective, and owned by all stakeholders.
The event pronouncement aimed to encompass policy recommendations and a way forward to eradicate engineers’ unemployment as well as enhancing their skill-set for contribution in the National development as major operators of the economic engine of the country.
NESPAK wins PMC for New Gwadar International Airport Project
NESPAK has won the Project Management Consultancy (PMC) Services in open bidding for the construction of the New Gwadar International Airport (NGIA) Project, it was stated by Dr. Tahir Masood, Managing Director NESPAK here on Thursday.
The NGIA project is being implemented under the China-Pakistan Economic Corridor (CPEC) program. Main components of the airport such as the main runway, taxiways, apron, visual aids, navigational aids, ATC tower, FCR building, radar & radio building, AFL works, waterworks, car parking, and some ancillary buildings are being undertaken by the Chinese side for which NESPAK in PMC role will act as “Employer’s Representative”. The additional works related to the power supply and security infrastructure works of airside, construction of a residential complex for CAA’s staff, and Camp for Airport Security Force (ASF) staff including all external services i.e., water supply network, stormwater drainage works, roads, firefighting works, power supply network, telecommunication works, etc. are covered under Pakistani side scope of works for which NESPAK will act as the “Engineer” for the construction supervision services. The Consultancy Agreement has been already signed between NESPAK and Pakistan Civil Aviation Authority (PCAA).
Meanwhile, amendment No.2 incorporating the additional scope of work was signed by Pakistan Civil Aviation Authority and NESPK at P&D Directorate, Karsaz, Karachi. The estimated cost of additional work is around Rs 10 billion. NESPAK is already providing consultancy services for Detailed Design and Field Design Support Services (FDSS) for New Gwadar International Airport Project. The new $246 million Greenfield New Gwadar International Airport (NGIA) being built at an area of 4,300 acres would be made operational by September 2023 to welcome local and international flights to the port city.n
Delegation of Pakistan HVACR Society visited NEECA
A delegation of Pakistan HVACR Society led by the Society President Mr. Ahmad Nawaz along with Mr. M. Riaz Baig, Mr. Ather N. Siddiqui, Mr. Mian Arif Hussain met with Dr. Sardar Mohazzam, the MD of National Energy Efficiency and Conservation Authority (NEECA) and his team.
It was decided that the Society being the only representative body of HVACR Sector in Pakistan, will review the existing codes and recommend the changes in Minimum Energy Performance Standards (MEPS) codes through its learned members.
In this regard, the Society President Mr. Ahmed Nawaz invited NEECA team to present their line of action by conducting seminars of awareness using Society’s platform through Society’s chapter offices and through online media as well. Both the organizations will work jointly to set and achieve energy saving targets, energy efficient appliances
Karachi to have 3 desalination plans; one to be acquired from KANUPP
In a huddle on development projects of the province, the Sindh government has decided to provide two desalination plants to Karachi that would make available a total of 10 MGD sweetwater to the capital. Also, a seawater desalination plant abandoned at KANUPP will be acquired by the government.
The decision was made Keeping in view the water needs of the metropolis especially in old town areas of the city.
In the moot, whose official communication was released to the media, the Chief Minister of Sindh Syed Murad Ali Shah decided to install two new Seawater Desalination plants, each one of 5 MGD, in the metropolis. He also aims to acquire a seawater desalination plant abandoned at KANUPP.
The chief minister said: This will help to provide drinking water to the people living in old areas of the city to the DHA,”.
The meeting, held at the CM House in Karachi. was attended by provincial ministers, advisors, secretaries and other relevant officers.
During briefing regarding the 5-MGD Seawater Desalination Project, the CM was informed that water requirement stood at 12,00 MGD against which 655 MGD was being provided showing a shortfall of 535 MD.
“KWSB has prepared a scheme to set up a Seawater Desalination Plant (SWDSP) of five MGD capacity to supply water to the users in district South,” provincial minister Nasir Shah said, according to the statement released by the CM House.
Three locations including Ibrahim Hyderi, Ayesha Masjid DHA-VII, and the Village Restaurant at Sea View were proposed for the installation of desalination plants. The CM approved Ibrahim Hyderi at Korangi Creek which is one-and-a-half kilometres away from Dhari Island.
The intake from this location would supply water to the Ghazi Pumping Station via Coast Guard Chowrangi where another pumping facility is available as a backup in case of a failure or other emergent circumstances at Ghazi Pumping Station.
The chief minister directed the local government department to install another 5-MGD desalination plant near Lyari so that the area could be provided water from there. He also directed the provincial minister Nasir Shah to talk to a private firm to provide water to KANUPP. The private firm in question had installed a 1.2 MGD desalination plant. KANUPP installed its own plant in the past, which now remains abandoned, and could be used to provide water to the city.
In the meeting, CM Sindh also approved the construction of the Korangi Causeway bridge. Minister Shah set the timeline for the bridge and directed his department to complete a detailed design by August 31. He also directed the department to finalise formalities and start construction by November 1.
Earlier, the bridge was proposed to be constructed under PPP mode but now it would be an ADP scheme of Rs5 billion.
CM Murad, during the meeting, was also briefed that the additional 65 MGD water would be brought through Haleji Lake to Pipri via an integrated system of Canal, Conduit, Pipeline, Pumping Station and other necessary ancillary works.
CM Sindh directed the relevant ministry to restart works proposed including four other packages and asked to prioritise the construction of RCC lined Canal and RCC Conduits from Haleji Lake to Gharo Pumping station, including the construction of intake structure at Haleji Lake and Keenjhar Gujjo Canal; construction of new 65 MGD Pumping Station, including Mechanical & Electrical, works at Gharo; and laying of 72-inch dia MS Rising Main from new proposed Pumping Station at Gharo to Forebay, including the construction of new Forebay Chamber at a high point.
