Pakistan, China Sign LoI to Strengthen TVET and Youth Skills Development -

Pakistan and China have signed a Letter of Intent (LoI) to enhance bilateral cooperation in Technical and Vocational Education and Training (TVET) and youth skill development, aimed at improving employability and aligning skills with evolving global market demands.

The LoI was signed at a meeting held at the Prime Minister’s Office, Islamabad, between China–Pakistan TVET Cooperation, the Prime Minister’s Youth Programme (PMYP), Government of Pakistan, and TANG Chinese Education & Technology (Pvt.) Ltd., Pakistan. The initiative seeks to promote digital transformation in education and establish long-term collaboration in skills development.

The signing ceremony was witnessed by Chairman Prime Minister’s Youth Programme Rana Mashhood Ahmad Khan and attended by senior representatives from both sides, including Li Jinsong, President and Founder of TANG Chinese Education & Technology Ltd., and Ms. Xanib Abdul Rehman, Section Officer, PMYP, along with their respective delegations.

The agreement underscores a shared commitment to empowering Pakistani youth through modern, demand-driven vocational and digital skills. It envisages the development of advanced training standards, joint certification mechanisms, and institutional partnerships between Pakistan and China to enhance the quality and relevance of technical education.

Under the initiative, large-scale capacity-building programmes will be implemented, including the training of around 2,000 master trainers and cascading skills development for more than 50,000 youth over a five-year period. The programme will focus on high-growth sectors such as digital technologies, e-commerce, fintech, artificial intelligence, media, tourism, and entrepreneurship.

The collaboration also aims to establish smart digital training centres, promote international exposure through digital skills competitions, and create pathways for productive employment in Pakistan and overseas. Special emphasis will be placed on innovation, entrepreneurship, and SME development to support sustainable economic growth.

The signing of the LoI marks a significant milestone in strengthening bilateral cooperation in human capital development, reaffirming the shared vision of Pakistan and China to equip youth with future-ready skills and enhance people-to-people connectivity under a forward-looking partnership.
