Pakistan’s freelancing sector has emerged as a major contributor to the national economy, generating more than $3.2 billion in foreign exchange over the past three fiscal years. The sharp rise in export earnings highlights the growing importance of the country’s digital workforce, despite ongoing challenges such as unreliable internet connectivity and frequent power outages.
Official data shows that freelance export earnings increased significantly during the period, rising from $505 million in FY24 to $984 million in FY25, before reaching a record $1.76 billion in FY26. The strong growth reflects the rapid expansion of Pakistan’s freelancing industry as more professionals turn to online platforms to provide services to international clients and earn in foreign currency.
The sector’s growth has been supported by several government initiatives, including policies allowing freelancers to maintain foreign currency bank accounts, preferential tax treatment, and free online training programmes designed to improve digital skills. These measures have helped strengthen Pakistan’s position as one of the world’s leading freelancing markets.
Pakistan Freelancers Association (PAFLA) Chairman Ibrahim Amin said freelancers are making a significant contribution to the economy by boosting foreign exchange reserves and contributing to tax revenues. He noted that freelance export earnings have grown to surpass those of several traditional industries in a relatively short period. According to industry estimates, Pakistan is now home to nearly three million full-time and part-time freelancers, making it the world’s fourth-largest freelancing workforce.
PAFLA President Dr Imran Batada emphasized the need to further expand digital skills training programmes so that more young people can access opportunities on global freelancing and digital platforms. He said greater investment in skills development would help reduce unemployment, alleviate poverty, and further increase export earnings. He also encouraged freelancers to scale up their operations by establishing startups or registered companies while continuously upgrading their expertise in emerging and high-demand technologies.
Dr Batada appreciated the government’s continued support for the sector through tax incentives and skills development initiatives, saying these measures would accelerate the growth of Pakistan’s digital economy.
According to the State Bank of Pakistan (SBP), freelancers earned a record $1.76 billion in foreign exchange during FY26, representing a 78% increase from $984 million in FY25. IT freelancers contributed more than $1.16 billion, up 49% from the previous year, while earnings by non-IT freelancers surged to $592 million from $205 million, marking an increase of 188% and reflecting the growing diversification of Pakistan’s freelance export sector. – ERMD
