Sindh will have an IT board within the next three months, revealed Sindh Minister for IT Taimor Talpur saying the effort was aimed at improving export of software in Pakistan.
Talpur who participated in Hamdard University Project Exhibition & Competition 2018 (HUPEC) said they {Sindh government} were working on a mega project called “IT CITY”. “We have 200 acres of land where the first IT city of Pakistan would be established. The feasibility of this city is under progress and soon the project would be executed.
Under its recruitment program, the Sindh government has sent to IBA over 1200 government servants for training. This, as the minister says is one of the programs that his ministry has initiated to improve the capacity of its officers.
Asad Rehman, the Chief Organizer HUPEC 2018 said events like HUPEC were meant to aware students of what was going on in the industry because they studied in the universities but never knew about practices in the industry. It is essential to guide them into practical engineering in the industrial atmosphere. Usually, graduates do not know about the industry thus these events update them of requirements of the industry. ‘It is necessary to improve industry-academia linkage so that the fresh graduates do not confront problem while entering the industry.” – By Abbas Mansoor

sociation has planned to host a mega conference on March 9, 2019, focusing leading people responsible for procurement of services and goods in top companies and industries in Pakistan, Engr. Khalid Pervez, the head of KP Consulting Pvt. Ltd told Engineering Review.
Engr. Khalid Pervez having over 45 years of experience on his credit is a member of the executive council of the association believes they have to play a critical role as the new leadership has taken over the association.
“We are trying to introduce many things and this moot will focus on the procedure of procurement of services keeping in view the experience and best practices in developed countries’, he said.
The association is faced with a number of issues over the many years of its journey and of which many are associated with vices becoming rampant in the society. And Engr. Khalid Pervez is the one who knows what is happening in the world of consultancy in Pakistan.
Consultants also come from this society where even lifesaving drugs are being tampered. Thus, how could you expect consultants being escaped from such practices? Surely, there would be many black sheep who indulge in every kind of negativity, he replied a question.
Unfortunately, there are many consultants who do not qualify to be consultants and are not authorized under PEC bylaws. But still, they are working as there is no issue of fees with them. They say they don’t need any fees but the project. How they earn money is everybody’s guess. Clients are also aware of such practices. Maybe, they lack clarity and most of the Pakistani clients who are even educated, informed and working with big private sector organizations don’t go on quality-based selection and chose a cost-based selection. Thus, professional consultants cannot compete.
Consultants are divided into two categories one, who do not demand fees and, two, the professional no matter they may be small in number.
ACEP’s new team is about to take over, what do you expect from it?
I am a member of the executive committee of the association. We are trying to introduce new things and making efforts to turn it into a vibrant organization.
ACEP is organizing a big conference on March 9, 2019, with the title ‘Procurement of Services and Goods’. We will be focusing on the procedure of procurements of services and goods and how to improve them keeping in view the experience of developed countries.
Who will be benefited other than consultants? All those companies and industries who look for quality services and goods. We focus the people in leading corporate sector companies like PPL who are responsible for the procurement of services and goods for their companies. Then, there are big industrial units such as the House of Habib which has many industrial units. They all require consultants and goods for their projects.n
Resettlement of Thar coal affectees begins
The resettlement process of village Senhri Dars in Thar Coal Block – II, district Tharparkar has been started.
The first group of families has moved to New Senhri Dars Resettlement village. The new model village sets a new benchmark of a successful model of resettlement in the country, says a Sindh Engro Coal Mining Company (SECMC) communication.
Every family (married couple) gets a large new house of 1100 sq yards with three bedrooms, washroom, kitchen, sitting areas for men and women, traditional chounra, a guest room, and an animal yard. Every house is solar powered along with the main grid connection.
The village has 172 pacca (concrete) houses, a triple-storeyed school of 1000 students capacity, a market of 10 shops, separate community centers for men and women, 2 RO plants to provide an uninterrupted supply of clean drinking water, mosque, temple and gauchar area of 850 acres.
All main access roads and internal streets are metalled and paved with plantation on sides. Shifting of all 172 households will be completed by March 2019.n

How do you see the policies of the new government especially for engineering and development sectors?
The new government has just come in and is formulating its policies but due to enormous economic crises, its focus is to stabilize the economy first. I think it is too early to expect any immediate results in a very short span of time. It should be given some time for making policies and implementing them. But still, immediate steps should be taken for the strengthening of the economy. The government has not announced any policy for engineering and development as yet, it has only made a parliamentary committee for the same.
What are the major issues that consultants face in Pakistan? Major Issues for Consultants are
1. Consulting Services in Pakistan are not yet recognized/considered as compared to the International Construction Industry.
2. Low Cost of Services as Consultancy is not mandatory in Pakistan. Anyone can start construction without approved drawings/consultant.
3. The government imposes Sale Tax on Services due to which it becomes more difficult for consultants to manage. We suggest to exempt consultants from Sind Sales Tax.
4. Many Companies are operating without certification from PEC. Some senior draftsmen start consulting services at a low cost which is also a major issue for certified consultants.
Unavailability of local manufacturers of engineering goods. The government should support local industry for manufacturing most of the engineering goods in Pakistan. It reduces the cost of the project and improves the economy.
Are you satisfied with the role of Association of Consulting Engineers, Pakistan?
The role of ACEP is satisfactory for sharing the international standards & codes, building bylaws with the consulting firms and standing by the consultants in case of any legal issues. However, the association could have played a better role if they had more resources.
How do you see China Pakistan Economic Corridor (CPEC) and how can Pakistani engineers be benefitted?
CPEC is hope for prosperity in the region through trade. I think it will improve Pakistan’s trade flow through multiple channels. Since Pakistan is a developing country, CPEC is a great opportunity to strengthen its economy.
As regards benefits for Pakistani engineers, the government has recently stated that the majority of workers and engineers working on CPEC projects are Pakistanis and they are performing in the power sector besides project management. Thus, the role of Pakistani engineers in CPEC projects is very much there and it will continue in the future.
Tell us about Econs and its major projects?
Econs which is an MEP Engineering Consultancy Company was founded in March 2011 by young and experienced professionals with an aim to bridge a gap between ever-changing needs of the construction industry and current consultancy services.

KWSB’s 16 hydrants in Karachi provide just 1 percent of water. Isn’t it surprising? The board earns Rs.1 billion {through corruption} from that 1 percent water. If we add up 20 to 25 percent stolen water into the system, the situation would greatly change provided corrupt practices are stopped. Almost everyone in the industry had taken unauthorized lines which were illegal. Now they are unearthed and are being brought under regulation.
