
The Punjab Assembly’s Public Accounts Committee-I (PAC-I) has raised serious concerns over delays in the recovery of outstanding dues and financial irregularities in the higher education sector, directing authorities to improve financial governance and ensure greater transparency in the management of public funds.
The committee, chaired by Chaudhry Iftikhar Hussain Chhachhar, reviewed audit observations relating to the Higher Education Department, its attached institutions and autonomous bodies for the 2022–23 fiscal year.
During the meeting, members examined audit objections concerning Government College University Faisalabad and the University of Sargodha. The committee reviewed several financial issues, including the payment of sitting, dean/chairman and mobile allowances without the Chancellor’s approval, along with delays in recovering dues from officers and students.
The committee also discussed financial losses resulting from the failure to auction university canteens and commercial shops, as well as pending recoveries linked to the Layyah Sub-Campus. Other audit observations included the procurement of steel without GST invoices, delayed deposits of principal amounts and profits, non-recovery of electricity charges from contractors, and unpaid rent for guest house facilities.
Following detailed discussions with officials from the Higher Education Department, university administrations, and representatives of the audit and finance departments, the PAC-I directed the authorities to establish a transparent financial management system to strengthen accountability and prevent future irregularities.
The committee issued instructions for the prompt recovery of outstanding amounts and set a 30-day deadline in several cases. Audit observations recommended for settlement by the Audit Department were disposed of accordingly.
The meeting was attended by committee members, senior officials of the Higher Education Department, vice chancellors of the relevant universities, and representatives of the audit and finance departments. – ERMD
